On Monday, April 27, 2026, the Regional Maritime University (RMU) signed a Memorandum of Understanding (MoU) with OCS Stark Integrated Services Ghana Ltd.

This agreement aims to enhance RMU’s facilities and upgrade its simulators. Additionally, it will support the development of technical training programmes  in maintenance, production, processing, and safety, while also creating training opportunities for RMU instructors.

The MoU formalises earlier discussions about establishing a state-of-the-art training center to improve maritime education and professional training in the oil and gas industry, particularly in Floating Production, Storage, and Offloading (FPSO) operations. The OCS-Stark Integrated Services delegation was welcomed by RMU management and staff, led by Dr. Jethro W. Brooks Jr. In his remarks, Dr. Brooks expressed satisfaction with the successful signing of the MoU, emphasising that it concludes previous engagements and lays the groundwork for a productive collaboration. He highlighted the importance of partnering with industry to achieve meaningful outcomes and assured the delegation of RMU’s commitment to contribute through manpower and research.

Dr. Papa Benin, Executive Director of OCS-Stark Integrated Services, underscored the significance of involving RMU, especially given the company’s operations in FPSO. He stressed the necessity of developing Ghanaian professionals to manage these operations instead of relying heavily on expatriates. Dr. Benin expressed optimism about the partnership and reaffirmed the company’s commitment to advancing professional training and capacity development in the oil and gas sector through this initiative.
